What “inactive” means. Inactive is an FMCSA registration status, not a confirmed business closure. A carrier goes inactive when it stops maintaining its federal registration — most often a lapsed biennial MCS-150 update or an administrative deactivation, but also mergers or genuine exits — and some later reactivate.
